Phase 1 Zoning – Most Flexible Use

Phase 1 properties offer the most flexibility in terms of ownership and use. Owners can live in the unit full-time, rent it out short-term (e.g., Airbnb or nightly rentals), rent it long-term, or leave it vacant. This zoning is common in many of the central resort areas and is often considered ideal for those looking for an investment property that can also serve as a personal getaway.

Phase 2 Zoning – Limited Personal Use, Strong Rental Potential

Phase 2 properties are part of hotel or condo-hotel operations and come with more restrictions. Owners are generally limited to personal use for a set number of days per year (often around 28 days in the winter and 28 in the summer). Employee-restricted or covenanted housing is designed to maintain a supply of affordable homes for people working in Whistler. Anyone can purchase these properties, but they can only be occupied by someone who is employed full-time in Whistler.
